Laser acne scar removal cost and other questions.?

So I'm fifteen and I have suffered back acne for about two years to buy. Acne is gone, but I have a bigger problem, he left a whole back full of scars. Now I know a lot of people think, "You are fifteen, do not worry about it because you can not see half the kids in school if you are older and blah blah blah." But here's the thing, I have a lot of hypertrophic scars from my acne. My questions are: (prefer if there is an American answer) How old can I be leligable? Average cost? The insurance pays part of it because it was basically a cosmetic surgery instead of medical. When my back is scars and hypertrophic scars, I can appreciate a hundred there, how many sessions it would eliminate or reduce at least until the scar is almost invisible?
